Gloucestershire County Council highways. They check sightlines and the footway construction, and the crossing is built by an approved contractor. We plan the drive levels to meet the crossing height.
The rules are the same, but a drive falling towards the road makes a permeable surface or a drainage channel more or less unavoidable. That keeps water off the highway and keeps you within permitted development.
